APPA Publishes New Operational Guidelines for Educational Facilities
Revised trilogy covers campus custodial, grounds, and maintenance challenges with an emphasis on quality-driven, efficient, and budget-conscious management

APPA Announces the Recipients of its 2011 Effective and Innovative Practices Award
August 1, 2011, Alexandria VA – APPA is pleased to announce the recipients of the 2011 APPAEffective and Innovative Practices Award. This honor recognizes programs and processes that enhance service delivery, lower costs, increase productivity, improve customer service, generate revenue, or otherwise benefit educational institutions. APPA Announces its 2011 Meritorious Service Award Recipients
August 1, 2011, Alexandria VA – APPA announces the recipients of its 2011 Meritorious Service Awards. Each year, APPA members bestow the Meritorious Service Award upon individuals who have made significant, life-long contributions to the profession of education facilities management.
APPA's highest award for individual service, the Meritorious Service Award, is given to those persons who have been active members of APPA for a minimum of ten years; attended and participated in meetings and other functions at the international level; and demonstrated continued commitment and distinguished service to the association. APPA Announces the Recipient of the 2011 Rex Dillow Award
August 1, 2011, Alexandria VA --- APPA announces that William A. Daigneau, vice president and chief facilities officer at the University of Texas M.D. Anderson Cancer Center, has received the 2011 Rex Dillow Award. The award is presented to the author of the best article published in APPA’s Facilities Manager magazine during the previous year.
Daigneau’s article, entitled “Portfolio Based Management,” was published in the November/December 2010 issue of Facilities Manager. It highlights the benefits of Facilities Portfolio Management (FPM), a tool that educational facility officers can use to make annual funding decisions. The key principle of portfolio theory is that the asset owner can minimize risk and maximize reward by managing the entire portfolio, as opposed to each individual asset.
Daigneau’s article notes that resource allocation decisions have historically been difficult for higher education. While facility managers have used many of the concepts intuitively for many years, FPM introduces a degree of rigor and defensible strategy to the process.

Unsung Heroes Recognized in APPA 2011 Awards Program
August 1, 2011, Alexandria VA – APPA announces the winners of its 2011 Unsung Hero Award. This unique award recognizes individuals whose commitment and selfless dedication to APPA is demonstrated by means of their consistent volunteer service at the regional, state, and/or local chapter level. Nominations for the Unsung Hero award are solicited from APPA regional and chapter officers and are submitted to the APPA president for consideration and selection. Jack Colby of North Carolina State University Receives the 2011 APPA Fellows Award
August 1, 2011, Alexandria VA – APPA announces that Jack Colby, assistant vice chancellor for facilities operations, North Carolina State University, has been awarded the organization’s highest individual achievement award, the 2011 Fellows Award.
This honor is awarded to individuals who have served as active APPA members for a minimum of 10 years; graduated from APPA’s Institute for Facilities Management and Leadership Academy programs; completed an approved research project through APPA’s Center for Facilities Research; and have authored articles and papers published by APPA. While most awards recognize past achievements, the APPA Fellow designation brings with it both recognition for specific accomplishments and for continued involvement in APPA's organization through continued research and mentoring.
A licensed professional engineer with 24 years of service, Colby is also a former president of APPA. Among his many achievements, he has chaired the North Carolina State Building Commission. He also has served on the UNC System President’s Advisory Committee on Efficiency and Effectiveness and established North Carolina State’s sustainability office and its first campus environmental sustainability assessment. He is a graduate of Virginia Tech and the Fuqua School of Business at Duke University.
