Campus Partnerships: Collaborative Efforts
During the pandemic, we had several lessons learned. These learnings came from team collaborations across campus to prioritize safety, building security and maintenance, and creative use of space, and logistics. Campus leadership worked with health care teams, safety professionals, facility management, learning space planners, and campus auxiliaries to effectively manage change. The forming of these campus partnerships paved the way for new insights into university operations.

ASHRAE has guidelines for Water Management Program (WMP) implementation to reduce the risk of Legionella bacteria in Building Water Systems (BWS). Campus Master Plan: 2022 APPA Effective & Innovative Award – Florida State University
Florida State University (FSU) currently has 383 buildings on 1,696 acres, serving almost 44,000 students from 130 countries with more than 16,000 traditional faculty and staff. Established in 1851, the main campus, located in the host city of Tallahassee, is the oldest continuous site of higher education in the state of Florida. FSU can trace its first campus master plan (CMP) back to the 1930s, almost 60 years before the Florida legislature began addressing dramatic, massive statewide growth through mandated master planning. In 1993 the Florida Legislature created a Campus Planning Process for the state’s public universities to follow. The statute was adopted in 1994 in recognition of the unique relationship between universities and the public facilities services of their host’s local government. The end result provides predictability, coordination, and compatibility with the surrounding communities. While there is nothing novel about campus master planning, the most recent iteration of the FSU CMP seized the opportunity to reevaluate and shift the framework it operates within. The updated approach still uses the same process and procedures but restructures some language in the created documentation surrounding the CMP, while incorporating for the very first time, consideration and alignment with the University Strategic Plan (SP).

Beating Covid-19 with Smarter HVAC
SARS-CoV-2 is extremely transmissible via indoor air and requires ongoing mitigation using HVAC systems. This session will explain the Non-Infectious Airborne Delivery Equivalent (NIADE) metric, developed by ASHRAE Epidemic Task Force members. NIADE can guide decisions about mitigation actions to reduce airborne infection risk, while still saving energy and maintaining comfort. Case studies showing how education facilities are using NIADE will be discussed.

Campus Custodial Services: 2022 APPA Effective & Innovative Award – University of California/San Francisco
The Facilities Services – Campus Custodial Services program is currently operating on a $14 million dollars budget for FY2022 (including recharges) of which $11 million dollars is Core funded. The makeup of the program is supported by 229 FTEs (includes: 11 Managers, 1 Trainer, 1 Analyst, 21 Lead Custodians, 179 Sr. Custodians, and 16 Campus Med Center Sr. Custodians). This is the third-largest line item of the Facilities Services budget (utilities and building/campus maintenance are the others). The Custodial program is responsible for the cleaning and upkeep of 8M square feet of space. Types of space cleaning by Campus Custodial normally consist of spaces such as Labs, classrooms, administrative office space, residence halls, recreation centers, some clinical areas, and community spaces. The Custodial program has grown significantly on an annual basis to meet the demands of buildings that we service daily. In the last 5 years, the Custodial Services program has grown from 171 FTEs to 229 FTEs (a 34% increase). On January 1, 2021, Facilities Services fully implement a Value Improvement Project called the Day Shift Cleaning Model that had major financial benefits with approximately $2 million dollars in cost savings (cost reductions & cost avoidances) and a multitude of other benefits.
