How are you managing outside contractors on campus?  Do you have any repercussions or penalties in place for those not following safety protocols?

Require risk mitigation plans.  No formal penalties for not adhering to safety protocols like fines.  But if contractor doesn’t follow safety plans, then they could be shut down.

We have established protocols for our contractors to follow.  Failure to follow will be addressed on a case by case basis.  Many of our contractors has established their own protocols as well and screening employees.

The buildings the contractors are working in are not occupied and our EHS team must review and approve the contractor’s protocols.

This is a work in progress. Only mandating 6-foot social distancing and no contact with students.

We have no specific protocols in place; however, each contractor on campus has presented their own procedures to us for review.

Managing via project/construction manager.  Work is exterior or in vacated areas.  Sanitation occurs in public spaces. Once work is complete, sanitation in that area is performed.  Assuming you mean Covid-19, no penalties in place.

These contractors are being allowed to self-police with regards to pandemic safety protocols. There are no contractual repercussions or penalties associated with their self-imposed protocols.

Outside contractors are expected to follow social distancing.  Campus is all locked so contractors must check in at the facilities main office to obtain keys and a visitor ID.

Only having them out for essential services (food service and residential services). No penalties in place that I’m aware of.

Each contractor must have specific COVID-19 safety procedures and renovation work inside existing building have been suspended until further notice.

They need to provide us with their COV-ID 19 plan; keep staff apart (working in multiple areas/rooms at once has enabled this; stop work if they have staff that are sick.

No penalties currently in place. Each contractor has been asked to provide updated policies that they are putting in place. We have asked that they reduce staffing levels, if needed, to create an environment that complies with local/state/federal rules regarding social distancing. Their policies must address hygiene and recommendations from the local health department (handwashing stations/access/etc.).

No penalties in place.  We are near a state border; Governors in adjacent states are treating essentiality of construction projects differently, with one far more limiting than the other.  Thus, projects with heaving subcontractor participation from the more restrictive state are being impacted (slow down due to loss of labor) more dramatically than others.

We have been asked by our contractors if our construction projects meet the “critical” needs statement as identified in our Governor’s proclamation.  For the most part, we have said that yes, those major construction projects are considered essential.  Then, we leave it up to the Contractors to assess their own situation to determine if they can continue to work.  We also encourage and require them to meet all the extreme social distancing requirements as laid out in the Governor’s proclamation.  Some work requires a minimum of two individuals for safety, and that has continued, but for the rest, the contractors are isolating their employees as much as possible if they are continuing to work.  As of now, it is mixed, some contractors have shut down project sites, some have continued, depending on their situation and the stage of construction that they are in.  Since we are entering the rainy season, some have chosen to continue to work to get the project far enough along to minimize damage.  In regards to penalties, it is too early to tell, most of our projects were on or ahead of schedule, so it will depend on how long the shutdown lasts until we know the full extent of the impact.  We have asked them about their catch-up plans, but unfortunately, all of that is very fluid given the uncertainty of the situation.

Our Capital Projects group is managing contractors.  The contractors are responsible for job site safety and OSHA compliance.  CP is collecting plans from all the contractors and our PMs will mandate and observe that the measures are in place but the contractors are ultimately responsible.  EH&S is involved to provide periodic inspections of the measures.

One manager on campus daily to oversee activities. No penalties in place.

We’ve confirmed our General Contractor’s safety plan and COVID-19 worker monitoring practice plan at our site is acceptable.

We have a screening process and they are to adhere to it as well as the most current CDC guidelines.

We are following appropriate protocols for presence of individuals on campus, as per local construction association guidelines, for self-isolation, social distancing, proper PPE, etc. Any contractor not following protocols is asked to leave the site.

We had them provide their COVID-19 operating plan and are monitoring their work with site visits.

We are not screening contractors, but expect contractors to follow state guidelines for monitoring employees.  We are enforcing standard OSHA safety guidance.

We are at the very tail end of these projects.  One is interior to our building and those happen to be in spaces by entries.  We are sanitizing the space in the pm.

One project is a new building, only university staff are inspectors who are being abundantly cautious.  Others are occurring in buildings with no/low occupancy.

Continuous reminders are being sent to onsite contractors and management teams to follow CDC guidelines when working on their projects. There are no contractual penalties or repercussions in place for failure to follow specific protocols related to COVID-19.

Outside vendors have to remain on their job sites and they have to follow state/local/ and federal guidelines for social distancing and sanitizing.  We have asked them to install extra hand washing sites around the job site.  We ask for a weekly update of site personnel and intimidate notification if a person leaves due to illness.

We are right now still allowing Life safety work to be done and if the work is outside right now.

Business as usual.

Our contractors have their own protocol for covid 19 safety measures. We brief all contractors on our requirements and have had no issues with compliance.

Our contractors must follow orders issued by the local jurisdiction (Dallas County).  For more information visit www.Dallascounty.org.

Outside contractor services are limited to critical needs or requirements of the campus.

We are utilizing our two onsite staff to continue manage projects.  In addition, project management is being done from a work from home environment where available.  No repercussions or penalties are in place for not following safety protocols.

They are required to provide a COVID-19 Protocol and adhere to Georgia State requirements for reporting.

We have put a hold on projects inside of buildings such as bathroom renovations.  Outside projects (cooling tower replacement) are continuing if there is no work required in occupied areas.  We have not yet discussed repercussions or penalties.  Planning is continuing for new projects as long as it can be done remotely.

We have requested each contractors emergency operations plan and have asked them to observe all the  safety precautions that are being recommended.  We have not implemented any repercussions or penalties at this time.  The contract is responsible for their work site.

Through the general contractor, policies and procedures have been put in place to address certain concerns. Portable handwashing stations, disinfectant dispensers, and other personal hygiene steps have been taken.

We continue to operate as normal.  The contractor are not in contact with leadership personal on campus only the Project Manager.  Most progress meetings are not being conducted by Zoom.

Project management staff along with their Associate Director, are verifying work in progress via site visits and teleconference progress meetings.  At this time no penalties are in place for not following safety protocol.

We are only using contractors for issues where our people cannot handle the job, i.e. we drained a pool and found broken pipes on our pool heater, we contracted out the repair services. Other contract services trash removal being handled by contract still operating.

Asking contractors to police themselves on social distancing.

The follow all University and Hospital protocols.  We have to meet and communicate more as they are new to the buildings where we are doing active Covid19.  Research to calm their fears.   We make them aware that we have been and are always doing infectious disease research in out spaces and act and protect accordingly using OSHA and CDC Guidelines.

Unsure. We will maintain social distancing regarding dealing with outside help. If you want to wear a mask you can.

They are working remotely and check in and out remotely.  All meetings are held electronically.

There is one major construction project currently active. We have asked the Construction Manager to share their protocols and policies regarding social distance and other measures needed for a safe work environment.

Asking them to follow protocols and identify any of their staff that are ill also trying to get them to work alone away from staff.

Contractors are responsible for the construction sites and their workers. They report any situations that may pose a risk and shut down the work location out of an abundance of caution when a situation arises where someone may need testing.

We are requiring all contractors to adhere to appropriate CDC guidelines relating to sanitation and social/physical distancing.  We have been clear that violations will cause us to shut their project down/place it on hold.

They have all provided safety protocols.

All contractors are screen prior to project starting and has become part of Haz Assessment. Project Manager or Superintendent to screen their employees daily. Any violations can lead to refusal of access. The Nova Scotia Construction and Safety Association has separate protocol for construction workers.

All work stopped.  Will only bring in contractors for emergencies on campus.

Contractors are expected to follow CDC guidelines when it comes to social distancing as much as possible. Construction areas are, of course, off limits to non-authorized personnel, and we have no students on campus at this time. Interaction with the public is limited.

For work in the Health System (near the Hospital), workers are being asked to attest to their health prior to starting work each day (and sign a form indicating they are healthy, fever free, no coughing or shortness of breath).

Contractors must follow the CDC guidelines.

Currently we only allow contractors on campus for essential work. They are held to the same safety standards that our employees follow. Anyone not following the safety standards are asked to leave campus and not return until we meet with the company supervisor/designee.

Normal operations for contractors on campus.  Standards haven’t changed and PM staff are engaged, although working from home when not needed on site.

We notify them of precautions the university has taken in response to COVID-19, including reduced operations and enhanced safety protocols. They are expected to implement protocols of their own when they are working on campus. If we see violations we call them out and request they be addressed immediately.

No penalties in our state (Nebraska) at this time for workers outside.  We do limit the quantity of workers at one location (10 max).  We try to maintain at least a distance of 100 feet between groups or one floor in a building if possible.

We are advising them to follow CDC guidelines and Federal/State/Local orders.

Using essentially CDC screening guidelines/cleaning guidelines and stressing the nature of self-reporting/self-quarantine for any symptoms. Have not out any specific penalties into place, the teams are focused and know that continued employment is on the line both for their employees and for future campus work.

Approximately 20 persons between 4 distinct contractors. No penalties defined or enforced.

Very few contractors on campus, only come on campus to address emergency repairs.  One small construction project continues with social distancing rules in place and monitored by the appropriate authority.

They are assigned through a Project Manager who is responsible for scheduling of project safety.

We ensure they are isolated from the rest of campus.  Campus has very few people right now so there is no interaction at this time.

They are restricted to the renovation locations and not permitted to other parts of campus.

We require a COVID-19 published protocol on file.

Project Managers are working remotely, web based video conferencing is routine now,, our Construction Administrators make weekly site visits (alone or properly distanced) & now drive their personal vehicles,  Any meeting requiring physical presence will be limited to 10 people & held in a large room to allow appropriate distancing.   No penalties but we have virus planning protocols from each GC.

Contractors have to provide our school updated pandemic safety guidelines that their company and workers are putting in place to ensure that they are safely working on our property. We in turn make it clear that we are not only monitoring the work progress but the overall safety steps and procedures of their workers.

Yes, all vendors receive a memo with specific directions and if an employee of theirs is known to contact the virus, the supervisor is to immediately contact our construction project manager.

Yes, we are “threatening” to shut down site if they don’t practice social distancing and require an “on-site” social distancing designee.

We are leaving that up to the contractor to determine how to work safely.  Our buildings are closed to the public, so they cannot access any interior spaces without first getting access through a Project Manager.  Our rooms on campus have been cleaned and we have signs on each of the doors that people remove if they enter that space, this lets our custodial staff know at a glance what level of cleaning a space needs each night.

Contractors are responsible for the safety of their workers, including current public health guidance and direction.  Enforcement is similar to other aspects of safety.

If contractors are violating safety protocols they will be warned. If no changes are made, they will be asked to leave campus and return when the time is appropriate.

We are simply enforcing same expectations and protocols that were already in place; construction workers on-site are practicing self-distancing even while they are working.

Owners Representative is responsible for overseeing all areas of construction contracts.

We ask for a procedure from the Company to be sure they match our safety procedures that pertain to COVID-19.

Outside contractors are limited to life safety providers. Very little oversight is being provided at this time as the supervision in that department is not working on site. No protocols have been put in place to my knowledge.   Maintenance staff are bringing them into the areas to work and sort of overseeing them.

Construction inspectors are still on-site managing contract work.

Project Management staff reviewing jobs on a daily basis to ensure compliance and progress.

I do not have oversight of the entire campus.  My area is focused on the campus in the medical district and satellite clinics.  21 locations and all essential and open for business.

Just one contractor wrapping up two projects, projects are in isolated buildings contractor only has one or two people working in campus and staggers subs to ensure social distancing.

We have had a millwork sub stop work for the past 2 weeks, but they are re-starting their shop with new policies in place.  We have a roofer take a similar approach…..stopping work, then re-starting.    Concerns around weak links in the supply chain, BUT no specific signs of strain at this time.  Just lots of uncertainty.

We want to know if contractor employees are ill, if so, they must remain away from campus.  If we notice that contractors are not conforming to distancing guidelines they will be reminded of our policy.  On a second warning the crew will be asked to leave.

Advisory that contractor presence on campus can be rescinded at any time, on short notice.

Our general terms and conditions would allow us to stop work if reasonable safety measures are not being followed included the violation of the updated safety plans that include the requirements of the State.

A myriad of ways, and yes on penalties.

Most work is external at this time.  No special requirements in place.

For existing construction projects, we require a statement of safe practices – 6 ft. apart (safe distancing), cleaning job site with approved chemicals before and after, removing trash daily, not traveling in the same vehicle and/or golf cart, … No penalties so far.

We are finishing up one critical repair job to a steam line and after that all contract jobs should end except for failures or service requests that require our ongoing service contractors i.e. elevator, laundry, fire systems.    No repercussions or penalties in place currently for contractors not following safety protocols. We are still in process of contacting most of them that have not already contacted us about their safety protocols and our expectations during this time.

Not sure for overall campus.  A major renovation to the football stadium seems to be continuing.  Not sure about penalties on not following protocols. On the campus-wide elevator side, we have submitted the question to our leadership of whether planned and budgeted elevator repairs and upgrades by a contractor team can continue in the coming weeks or not.  The answer is still to be determined.

Safety plans were submitted and approved for an essential project to remain active. If not followed, projects can be shut down.

Contractors are required to confirm in writing compliance with government covid protocols for construction sites. Project managers continue normal communications with contractors remotely using phone and online methods. Onsite inspections by Projects Managers and consultants are limited to perimeter of projects.

No penalties. We are being lenient on contracted time lines and have been meeting (MS Teams, Skype) amending contracts/change orders to reflect the agreed new terms. We have to realize we are all in the same boat with employees who can’t work because of high risk category, some support entities such as suppliers have either closed or have reduced staffing.  In each of our construction projects that are moving forward as essential we have negotiated changes in timeline that at this point are minor. Worst case is one project moving out an additional 4 weeks. Again, a materials supplier issue.

They are required to follow the same guidelines as delivered by the Canadian government.  Social distance measures, no more than 50 in one construction site etc.

The college is limited in our response to what is allowed in the contract; to amend that now would be to make an equitable adjustment to the contract and/or contract amount. Excessive gatherings or worker groupings would be reported to law enforcement if appropriate.

This project is being run by a state agency.  They follow the states protocol.

We give them the training before they come and monitor practices once they are here and working.

Basically if we have a project that is considered mission critical we will use an outside contractor if we need additional personnel or expertise.  We had a roofer on campus repairing a roof leak.  We had a circulating pump that needed replaced in a residence hall so we had an outside contractor come in and make the repairs/installations.  We require them to practice social distancing but that has been it as of this response.

We have very few contractors on site– like our emergency generator servicer. We are not working any large group work or work within otherwise occupied spaces.

All of our projects are completed by outside contractors.

Still working but shorter on-campus hours and telling contractors to maintain social distance (6+ feet) and less than 10 people/workers in groups.

The projects we have are primarily stand-alone projects, and the contractors are still currently allowed to manage their own sites per their own policies.  All project meetings are video conferences.

General safety has added social distancing to their safety inspection protocol.  If they see an issue it will be address by the project manager on the job.

As a K-12, we would typically require all contractors to check in/receive a Jessica Lunsford background check and receive a contractor’s badge. We have relaxed this as there are very few faculty/staff on campus and zero students. Otherwise, they would follow normal course by checking in with the Facilities person they would be working for/with, let us know when they arrive/depart, etc.

Outside contractors completing emergency repairs or repairs to essential buildings and equipment are managed by phone and minimal site visits.

All contractors are monitored for their safety protocols regarding COVID-19.  We have not implemented any repercussions as of yet.  Currently our contractor teams consist of 1 or 2 members so social distancing and disinfectant protocols have been easily managed.

Yes and we don’t have any enforcement penalties. None of our campus staff are working on projects during this period.

We require all contractors to show their safety protocols and to follow our campus protocols.

We always had the ability to send contractors off site who do not follow our rules. Nothing has changed in that matter.

If proper precautions are not taken the project is shut down.  So far, we have not had any violators.

We have 4 active construction projects and will not bid out any additional work until mid-April.  For current contracts, we are asking that they follow CDC guidelines. We do not have any penalties in place.

No, we have not addressed this internally and are allowing he OC’s the freedom to decide what they will do.  As of this time, all have chosen to suspend operations on campus until a later date.

Ultimately, outside contractors are only allowed to perform projects related to the exterior of our buildings. If there’s a meeting between the contractor and staff, then social distancing and sanitizing practices are adhered to.

Contractors are limited to performing essential repairs. We have issued letters to all contractors who would respond to onsite emergencies asking authorities to allow them to continue on.

It is their job site/project to manage, very little interaction with others.

Pm and service contractors are limited access to the buildings and must observe social distancing.  We are coordinating so they are the only people in the building at a time.

Our Project Managers are checking in with the contractors for coordination, specific inspection points, invoice processing and then working remotely or at least social distancing.

Contractors are responsible for adhering to additional controls and recommendations provided by local government and their own respective safety association.

There is only one critical project going on right now.  One more day and they are done. They are required to check in and out with Security, are monitored by one Maintenance team member for social distancing compliance and for sanitizing touched surfaces.  No penalties.

They must provide a plan to ensure they are following the recommended guidelines in our state – Ohio.

Scheduled contract activity continues as scheduled; sometimes with looser constraints on activity during public visitation hours.  Escorts and oversight are still required, and all safety procedures and permits remain absolutely required.

Contractors are required to have COVID 19 response plans and any not following them can be subject to stop work orders, like safety violations – no actions taken to date, all contractors have been very responsive and cautious with implementation of social distancing to extent practicable.

Special access requirements for some buildings.

Just our standard contractual rules and policy compliance.  Nothing specific to COVID-19.

We have an outside company working on a nursing construction project that was scheduled to begin March 20th.  Construction work has ceased.  They are now focusing on behind the scenes work and ordering of materials only.

They are minimal in personnel- 1 to 2 workers that are working in isolation. So far nothing in place for punishment as no observed violations observed or anticipated.

Contractors are preparing the chillers for summer operation.   The space is decontaminated after they are complete for the day.

Ask that they follow their Covid-19 Plan.  No penalties.

So little work has not been an issue.

Reiterating there safety responsibilities requiring they have safe work procedures in place that follow Canada health guidelines.

We are treating the same as all job site safety: it is the responsibility of the construction managers, general contractors, and subcontractors to adopt and post their COVID-19 that are to reflect the CDC guidelines and be enforced on job sites just as is OSHA and other contractor safety plans.

Our policy has always been that if a worker or contractor is not working in a safe manner that they can be removed from the project.

These individuals are working on a foundation and are outside.  University staff don’t have contact at this time.

Large roofing project to start and company has placed protocols in place based on the state and federal guidelines they will share with us at upcoming pre construction conference. Meetings are thru Skype or Zoom.

They are kept separate. No penalties.

They would not be permitted to work if they didn’t follow safety rules. The university hired some staff to oversee the project, and some fall under the vulnerable category. Not sure how this will be handle since construction is continuing and key personnel need to be on site.

VERY limited continuing projects – unless project affects life safety or campus resiliency it is stopped. Projects that are continuing installed hard boundaries. Contractors required to post company guidelines, and workers sign-in each day on a sheet acknowledging that they must advise university if they self-quarantine based on CDC guidance.

We have requested the policies/procedures of contractors on screening of employees. We must approve their processes prior to allowing them on campus. We have also required any contractors working inside to wear gloves and masks. We have communicated to our own staff to maintain physical distancing interacting with contractors.

They are to maintain 6 feet at if all possible.

Contractors have to provide and follow a COVID-19 protocol that explains how they are keeping from spreading the disease. Their protocol is reviewed and accepted by EHS, Environmental Health & Safety, before implemented.

Contractors are required to manage their own staff in accordance state requirements.

No Penalties or repercussions – Not at this point.  Contractors are expected to follow the protocols outlined by the Federal and Provincial Health authorities.  Instances where any violation is noticed will be brought to the company’s senior supervisors.

We are communicating our expectations that outside contractors abide by all aspects of the Governor’s executive order. For smaller projects this has just required a conversation up front, and spot checking on our end. For larger projects some of our contractors have created a ‘physical distancing’ role, in that they have someone on the job site who monitors and ensures adherence to physical distancing protocols. We do not have penalties or repercussions at this time.

Construction project work (in-house and contracted) on campus is continuing, as scheduled. No penalties have been established for those not practicing physical distancing (6 feet).

More detail than can be provided.  Basically they must adhere to campus policies implemented for COVID-19, and those of the state in addition to their own company policies to ensure their safety of their staff and subcontracting tier.

We had a short duration work stoppage when CA governor’s stay at home order was first issued; major construction projects stopped work for 1-2 days; the CA governor has since clarified his order to confirm that construction is exempt from the order and GCs on all of our major projects have since resumed their work.

Owners Representative for contracted projects is responsible for overseeing all areas of contracts including safety.

Working with contractors to ensure they are following established protocols.  Punitive measures not yet required.

Yes.  Our contractors have implemented a number of strategies to protect themselves and the college.  Thermal scanning before commencement of work, closed the jobsite trailer to subs, social distancing with tasks, COVID-19 instructions at safety meetings, etc.

Outside contractors are limited to life safety providers. Very little oversight is being provided at this time as the supervision in that department is not working on site. No protocols have been put in place to my knowledge.

Maintenance staff are bringing them into the areas to work and sort of overseeing them.

Contractors have adjusted to working two shifts to facilitate social distancing.  Only those projects considered essential are continuing.

Contractors continue to work on limited projects, but I’m not aware of their status as essential or non-essential.

Our contractor is working on a sports field project.  This project is self-contained to their work site, with no access to the rest of campus.  All restrooms, access on and off campus, and work are through their work site.

Project Manager and Superintendent have morning briefs.  If contractors are not following safe practices they are removed from the site immediately.  If they display systems, they are not allowed onsite.  We have a medical assistant onsite to screen all staff and contractors prior to entering the building. I can only report on UNLV School of Medicine and not on behalf of the entire university at this time.

We have shut down all projects: planning and construction, except for tow that are in punch list/close to completion.

All primary contractors and vendors have submitted their action plans to reduce the risk of spreading COVID-19.  No work is being performed in occupied spaces.  Primary contractors are responsible for maintaining all safety protocols on their job sites.  Contractors violating safety protocols may be required to suspend construction activities.

Our main focus is on campus security, reporting daily, District-wide, names and number of contractors.

We are requiring contractors to update their safety plans to meet the requirements of the State’s orders. 

The state of NY has shut down all non-essential construction projects throughout the state with the statement that projects can be shut down and face a $10,000 fine (a detailed list of parameters are included with this directive that I have not included, just glossed over).

No access to buildings that are cleaned and locked, without staff accompaniment.   Custodial staff are notified where work is being done, with routes taken, to re-clean when work is complete.

We have very limited activity at present. All vendors of any kind are escorted due to limited access procedures in place.  We are not at this time penalizing any vendors due to low volume.

For existing construction projects, we require a statement of safe practices – 6 ft. apart (safe distancing), cleaning job site with approved chemicals before and after, removing trash daily, not traveling in the same vehicle and/or golf cart.

Some contractors have requested letters, we have given them specific instructions regarding distancing and that any staff who are showing any symptoms or are at risk may not come in.  Also, they are only working in unoccupied buildings.

Construction has been deemed essential in some cases only by the Governor. We are currently trying to determine which projects meet the essential definition, and who gets to make that determination. This is very fluid in NY right now.

Onsite inspections by Projects Managers and consultants are limited to perimeter of projects.

We have determined projects that are essential to complete. Such as a Crisis Response Center due to open early summer; HVAC system replacement at our Medical Examiners that is 50% complete and is at a critical juncture.

The contractors are working with their subs and suppliers and how they are doing and reporting back to us. We have some suppliers who have shut down operations until April 15 which is impacting some of our work progressing. We are doing well on trades work and it seems they have crew and most materials to support construction.

Following COVID19 safety protocols was an issue in the first week as it shut down one of our construction projects. We do have a policy in place for their employees including daily health checks and confining their movement through our facilities to the areas they are working in.

Contractors are responsible for enforcing social distancing requirements as put forth by the Governor/President in addition to maintaining vigilance through their own safety plans as modified by their COVID-19 response plans.  The college has requested data on the numbers of workers succumbing to the coronavirus as soon as practical without divulging information protected by HIPPA.  Acknowledged that while this may not be specifically mentioned as something that could trigger ‘force majeure’ in contract, the college considers it as such being a ‘reasonable person’ interpreting that clause in the contracts.

It’s very individualized.   The CSU has 80 million plus square feet and hundreds of projects on the 23 campuses.   Some are shut down, some not.

The current project is run by the Capital Development Board of the State of Illinois.  They have guidelines on social distancing that are being enforced by them.  I have not seen any violations of these guidelines.

We have communicated to all 3rd party vendors to abide by standard CDC protocols for social distancing.  We monitor and will communicate to the site superintendent if a correction is warranted.

No to penalties.  Contractors must follow same protocols as staff, faculty if they wish to come on / work on campus.

We required every consultant and contractor working with or on campus to submit and have approved COVID plans on how they were protecting health and safety for their workers and the campus. Thus far we have not has a need to enforce any penalties as they all seem to be following their approved plans.

All contractors are required to provide a statement about their COVID protocols – hand washing stations, periodic disinfection of shared tools/locations on worksite, health screening employees, social distancing – which is reviewed and enforced by the project manager.  Some contractors are asking for written statements from the University as to why a given project is “essential.”

We have made it clear to them that they need to follow all appropriate physical distancing and cleanliness guidelines. Locally all construction projects are to provide hand sanitizer and washing stations on site.

This contractor has been issued passes in case challenged by university police and is only allowed to work in/on the work site. We have only one contractor working on a major project.  It’s in an unoccupied building.  Contractor is staggering schedules of their subs and practicing social distancing.  No repercussions or penalties are being enforced at this time, but are checking in on a daily basis to confirm they’re screening their employees and keeping them safe.

Contractors have been very good about producing their own company plans, policies and procedures. Most, if not all, are being very diligent about screening subcontractors as they come on site daily, turning away sick employees and practicing good hygiene and social distancing on the sites. We are not enforcing penalties but rather partnering with our contractors to support them and encourage smart, safe work practices.

Limited access by contractors unless it is required to keep the utilities (electric, steam, and chilled water) flowing.  I am responsible for utilities, can’t speak for the remainder of the campus.

Most buildings are vacant with the exception of one Facilities Operations walkthrough per day.  Projects that are essential and still in construction have limited risk of cross-spreading the virus since there are no normal work staff members in these areas/buildings.  We are not enforcing penalties beyond what we would normally enforce for safety violations.

If we need a contractor to help fix an emergency situation, we only use our regular contractors. They are familiar with campus and buildings and need little support while making the repairs. We evaluate each of our 300+ on-going projects.  The 1st step is to determine which is essential.  Those that are considered essential, we evaluation the risk and timelines.  If a project is essential, timely, and the risk can be reasonable mitigated, we submit a formal request addressing all issues and work with the contract on their COVID-19 plan.  Once we review and all checks out, we will allow work.

We have 4 active construction projects and will not bid out any additional work until mid-April.  For current contracts, we are asking that they follow CDC guidelines. We do not have any penalties in place.

The only current outside contractor on campus has voluntarily suspended operations on campus until further notice.

We are stressing social distancing protocols and frequent sanitation practices while on site.

We are not limiting their ability to self-perform the project and their obligation to fulfill the contract. The contractor is self-proctoring themselves and how they work onsite. Our meetings with them are moving to more virtual meetings as we discuss projects. We are keeping our legal distance in interfering with the overall contractual scope of the project.

There are no contractors on campus other than those in construction.  If we have to call a contractor to campus they will work by themselves.  We have not developed any specific responses, if they do something unsafe, they will be kicked off campus with potential repercussions when this is over.

These are 2 separate things.  PM and service contractors, we are limiting access to the buildings and enforcing safe distancing.   The construction project is a total building remodel and the General contractor is responsible for that job site and all safety protocols there.

Outside contractors are required to notify us if anyone is found to be possibly contagious. We are recommending that they adhere to CDC, OSHA, and local regulations. Most are asking the questions each morning to see if anyone has any symptoms. We do not have any penalties, but most of the work we are allowing is exterior work or new buildings. We have very few renovations. Those renovations we have are limited to one floor. The only recourse we have is to shut down a job and back charge the contractor for a professional cleaning if we feel like they have been negligent in safety as it relates to illnesses.

Safety is the responsibility of the contractor as always but we are spot checking with our few staff on campus and ensuring that social distancing is being met.  Some emergency projects are in tight quarters so masks and gloves are being used plus wipe downs with disinfecting wipes.

Contractors have control of the site (new building) and have put in place their own protocols.  Smaller projects, we tell the contractors to not send anyone who is sick or exhibiting any symptoms.  Overall our contractors have been proactive reaching out to us.

Yes, this is the normal process but we are trying to be flexible, and our contractors are following State guidelines, mainly about not having groups of 10 or more.

We are continuing to provide the needed support to keep construction contractors moving at the pace they request. We are providing the utility shut offs and connections. Our Project Managers are checking in with the contractors for coordination, specific inspection points, invoice processing and then working remotely or at least social distancing.

There are so few that it is none is at this point. A large majority of it was on going restoration work.

Staff are continually updated on additional local health measures being implemented and are responsible for adhering to additional controls and recommendations provided by local government and the university. Specific attention is paid to social distancing and hand hygiene.

I as an Assistant Director of Facilities will be on campus as needed.  Our contractors have a clear understanding of our policies and procedures.  The contractor doing work on campus is a trusted contractor.  They have been doing work for us for a few years.

We are treating the same as all job site safety: it is the responsibility of the construction managers, general contractors, and subcontractors to adopt and post their COVID-19 that are to reflect the CDC guidelines and be enforced on job sites just as is OSHA and other contractor safety plans.

They are only allowed in their respective construction sites which are cordoned off from the general public and the University. The contractor is responsible for controlling these areas.

We have received formal direction from our leadership on screening outside contractors. At a project level we are worked with the facility users and contractors to develop a screening plan for workers.

Many of our partners have provided us with their protocols that they have instituted at their company that includes the training they have provided. We also require that our employees working near them ensure safe practices concerning distances and sanitizing is carried out dealing with COVID 19. I think we need to draft a one page document outlining safe practices to take while on campus in the very near future.
