Juanita Larrabee

Juanita M. Larrabee is the Director of Facilities Planning, Design, and Construction at SUNY Cortland, where she has served since 2005. With a Master of Public Administration from Binghamton University and a B.A. in Political Science from SUNY Cortland, she brings more than 18 years of leadership in capital planning, design, and construction management.
Juanita has overseen annual capital plans ranging from $4M to $90M, collaborating with SUCF and DASNY to align projects with campus strategic goals. She has directed the execution of the Facilities Master Plan, managed multimillion-dollar budgets, and led diverse teams through complex architectural and engineering initiatives.
She has served for more than a decade on the SUNY PPAA board, including as secretary, vice president, and president, and is also an active member of APPA, ERAPPA, and 2025 President of NYAPPA. Recognized with the SUNY Excellence in Professional Service in Innovation Award and the 2024 ERAPPA Chapter Champion Award, Juanita is widely regarded for her collaborative leadership and dedication to building facilities that advance institutional and community success.
