APPA Records Access and Inspection Policy
Adopted by the APPA Board of Directors, September 24, 2026, as amended.
In brief
APPA’s plain-language explanation. Not part of the adopted policy.
Access follows responsibility. Board members, officers and staff may access the records they need for their duties, subject to confidentiality.
Members and outside parties have no automatic inspection rights. Rights extend only as far as the law or APPA’s governing documents require.
Requests go to the CEO. The Chief Executive Officer or a designee may approve, deny or set conditions; denials of governance, audit and legal requests are reported to the Board Executive Committee within 30 days.
Some records are restricted. Personnel matters, privileged or legal records, confidential financial information and information protected by the Privacy Policy may be withheld or limited.
